Why can't the majority leader (or other majority member) in the middle of the constant parade of 2-3 minority members holding the floor and the rest absent, hold a cloture vote? With enough majority members to hold quorum, and the supposed absence of most minority members (hence the low cost to them), wouldn't cloture be nearly a given? Why doesn't the minority need a >1/3 presence in the chamber at all times during a live filibuster to deny cloture and prevent a vote? The cloture vote has to be the first tactic, and can't be used after the start of a live filibuster? Or is it required that it's announced far enough in advance that everyone would just come back?
