    So what he's saying is that without divine intervention, the republican-controlled house would surely never have voted to help a poor, non-yacht-owning individual seeking to keep himself and his families home from going underwater due to a global disaster created by a very small number of people/supernatural beings with considerably more power and influence than himself?

    That sounds like a reasonable assumption.
